THE SECRETARY OF THE CAN THO CITY PARTY COMMITTEE: “THE CITY NEEDS HIGH-QUALITY HUMAN RESOURCES"

On the afternoon of August 10, 2023, Mr. Nguyen Van Hieu, the Secretary of the Can Tho City Party Committee, together with the delegation, visited and worked with the leaders of training institutions, including Can Tho University, Can Tho University of Medicine and Pharmacy, Nam Can Tho University, and the Can Tho City School of Politics.

Mr. Nguyen Trung Nhan, Chairman of the Vietnam Fatherland Front Committee of Can Tho City; Mr. Nguyen Ngoc Tam, Head of the Propaganda Department of the Can Tho City Party Committee; Mr. Nguyen Thuc Hien, Vice Chairman of the People's Committee of Can Tho City; and Mr. Tran Thanh Binh, Director of the Department of Education and Training of Can Tho City, joined the delegation. At the meeting, the delegation listened to the general report, the operational situation, and the orientations as well as the difficulties and recommendations of the universities.

Mr. Nguyen Thanh Phuong, Secretary of the Party Committee and Chairman of the Can Tho University Council said that the university trains multi-disciplinary and scientific research-technology transfer for the whole country, especially serving the socio-economic development of the Mekong Delta. Can Tho University and Can Tho City had a long-term and comprehensive cooperation relationship in many fields; the two sides have signed the cooperation agreement twice (period 2008-2015 and period 2020-2025). In the past five years (2018-2023), Can Tho University carried out 20 projects funded by Can Tho City with a total budget of 11.5 billion VND. In the past 15 years (2008-2022), the university contributed to the training of about 20,000 bachelors and engineers for Can Tho City.

The university proposed that the City support the policy of transforming (School) Can Tho University into Can Tho University; revise the cooperation document between the City and the University with contents suitable to the new situation of the City. The City should consider and give opinions to relevant units and ministries on the exemption of corporate income tax (2% of tuition fees) for public universities in the City to be fair with public universities in the other localities that have not had to pay.

Can Tho University of Medicine and Pharmacy was established at the end of 2002 and invested resources to develop facilities to meet its development needs. The university has 820 officials and employees, with 35.3% of the lecturers having doctorates and equivalent degrees. The university is one of the very successful self-financing units in the country. The university is implementing a project to develop into a national key university; application-oriented in the field of health sciences, with an advanced university management system, meeting quality standards and being ranked in the top universities in Asia. In the immediate future, the university will build new facilities according to the city's planning, meeting the needs of training, scientific research, medical examination, and treatment for the people.

In the first six months of 2023, the Can Tho City School of Politics managed and taught 32 classes: advanced political theory, intermediate political theory, fostering specialists, key specialists, leaders, departmental managers, and equivalents. The School had difficulty complying with the regulations of the Central Government on the land area to meet the Level 2 standard. The School proposed to the City leaders to grant more land, support professional training funds for staff and lecturers, and approve the job placement project so that the School will have a basis for recruiting public employees to ensure that it is in accordance with the allotted payroll.

After more than ten years of establishment, Nam Can Tho University has stabilized its operational apparatus and invested in modern facilities and equipment for training and scientific research, with more than 19,000 students studying. There were over 8,000 graduates, of which more than 95% had stable jobs. Nam Can Tho University is considered to have spacious facilities, a green, clean, beautiful campus, and is outstanding among universities in the Mekong Delta. Education quality assurance is always being improved and increased, meeting the requirements of human resource users and ensuring the interests of learners.

Nam Can Tho University has determined that the key task in the working plan for the coming time is to build and perfect the structure of the discipline and training program, continue to innovate teaching methods and manage training with the aim of achieving standards, modernization, and international integration.

Speaking at the meeting with the leaders of the universities, Secretary of the City Party Committee Nguyen Van Hieu highly appreciated the efforts in investing resources and improving the training quality of the universities in recent years. Simultaneously, he noted a number of recommendations and directed relevant departments to take measures to remove difficulties for universities in terms of supporting investment in resources, land planning, mechanisms, and policies...

The Secretary of the Can Tho City Party Committee emphasized that the Central Government pays great attention to strategic investment and infrastructure development for Can Tho City and the Mekong Delta. When the transport infrastructure develops, surely the fields of politics, society, economy, science and technology, health, and education will also develop. Therefore, he hoped that the universities will accompany Can Tho in achieving its goals of becoming the central City of the Mekong Delta region, and effectively implement the work of education and training, scientific research, and technology transfer, supplying highly qualified human resources in various fields. With operational experience and results obtained, universities need to continue to develop further in teaching and training high-quality human resources: “Currently, Can Tho is in dire need of this human resource. High-quality human resources include academic titles, academic degrees, knowledge, and the ability to organize and perform work, dare to think, and dare to do; also have a strong political to serve the development of the City, the Mekong Delta, and the whole country."

The Secretary of the Can Tho City Party Committee added that the City is determined to restructure the economy and develop industry, trade, and services alongside agricultural production. Therefore, with its own strengths, each higher education institution in the area needs to orient and focus on development according to the City's structural transformation, with priority given to investment in industrial infrastructure.

Regarding Nam Can Tho University, the Secretary of the Can Tho City Party Committee shared that “We highly appreciate the University's achievements. Over the past ten years, the University has achieved many accomplishments, particularly in the area of building Party and mass organizations. In particular, the excellent achievement in building the model of “Enterprise in universities and business cooperation” has been remarkable. Nam Can Tho University is one of the pioneering universities in building and focusing on developing this unique educational model to help students learn through practice. This has created jobs for many workers and contributed to the socio-economic development of Can Tho. The City will accompany and create conditions for the University to expand investment and complete projects, enabling it to become increasingly in all fields." the Secretary of the Can Tho City Party Committee affirmed.
