1. INTRODUCTION

The Personel and Administration Office helps the University Council and the Board of Trustees plan and manage the University’s equipment and facilities. It was established by Decision No. 05/QD-CTHDQT-DHNCT on February 28, 2013 from the Chair of the Board of Trustees of Nam Can Tho University (now the University Council of Nam Can Tho University). The office has 25 staff members and has been operating and growing for almost 10 years.

 

2. MISSION - RESPONSIBILITY

The Personel and Administration Office has the role of advising and supporting the Chair of the University Council and the Board of Trustees on matters related to personnel; human resource management, legal and labor issues, salary issues, security and order issues, external relations issues, administrative and clerical tasks, reception tasks, and general tasks as per the University’s guidelines and regulations. The Personel and Administration Office is responsible for:

  • Organizing, managing, and guiding units on administrative and archival tasks according to the rules.
  • Managing stamps.
  • Receiving, sorting, and checking incoming and outgoing documents, processing them preliminarily, and submitting them to the appropriate superiors for timely action.
  • Preparing various reports on the University’s activities.
  • Being a standing member of the University’s Recognition and Reward Council, organizing, monitoring, and proposing recognition and rewards and preparing files and procedures for them.
  • Handling complaints, denunciations, and disputes within and outside the University.

The Personel and Administration Office also has duties to oversee, such as:

  • Development and implementation of the University’s structure, guidelines, and regulations.
  • Monitoring and management of the electronic information portal and information technology development and security.
  • Research and proposal of suitable equipment and workforce for the University’s development.
  • Recruitment Council as a standing member and management of human resources, salaries, ranks and discipline.
  • Coordination with the Finance and Planning Office and the University Union on overtime and welfare policies.
  • Coordination with Faculties and Departments on managing the permanent teaching staff’s workload.
  • Organization and management of security-order-fire safety in the University.

 

3. PERSONEL

The Heads of the Personel and Administration Office over the years are:

  • Dr. Tran Huu Xinh – Former Office Head: (From 01/2013 to 9/2022)
  • Mr. Nguyen Van Huan - Office Head: (From 10/2022 to present)
  • Mrs. Truong Thi Kim - Office Deputy Head: (From 04/2017 to present)

The office’s organizational structure consists of: Mr. Nguyen Van Huan - Office Head (Previously, Dr. Tran Huu Xinh was the Office Head from 2013 to October 2022), Mrs. Truong Thi Kim - Office Deputy Head, 03 specialists and 20 staff members.

As of now, the Personel and Administration Office has four divisions: The policy-group, The personnel-group, The office-group, The service-group.

4. ACTIVITY

Personel and Administration Office has been vital to the school’s growth and success in the past 10 years. The Department supports and reports to the School Council and the Board of Trustees on developing programs and plans that comply with the State’s laws and policies, as well as the school’s own guidelines and regulations. The Department also supervises and coordinates with other departments under the school to ensure they fulfill their functions and tasks effectively, facilitating Nam Can Tho University’s development.

Personel and Administration Office has been innovative and resilient in accomplishing its tasks and plans exceptionally in the past:

  • All the staff members of the Personel and Administration Office are proactive and creative in their work and strive to improve themselves and fulfill their duties. They have earned the title of outstanding collective labor for many years in a row.
  • Individuals and groups are acknowledged for their exemplary achievements in fulfilling their duties in academic years, attaining the Grassroots-Level Emulation Fighter and commendations from all levels.

In the 2013-2014 academic year, the department was awared the title of honored labor collective (lao động tiên tiến).

In the 2014-2015 academic year, the department achieved the title of excellent labor collective (lao động xuất sắc).

In the 2015-2016 academic year, the department achieved the title of excellent labor collective.

In the 2016-2017 academic year, the department achieved the title of excellent labor collective.

In the 2017-2018 academic year, the department achieved the title of excellent labor collective.

In the 2018-2019 academic year, the department achieved the title of excellent labor collective.

In the 2019-2020 academic year, the department achieved the title of excellent labor collective.

In the 2020-2021 academic year, the department achieved the title of excellent labor collective.

In the 2021-2022 academic year, the department achieved the title of excellent labor collective.

5.  DEVELOPMENT ORIENTATION

Adhering to the motto ‘Good advice, good service’, the Personel and Administration Office always aspires to be one of the best operating units of Nam Can Tho University and continually strives for the following established goals:

  • Collaborate to overcome challenges, uphold the accomplishments of the previous decade, and strive for further improvement.
  • Provide guidance to the school’s leaders on how to handle internal and external matters promptly and sensibly.
  • Assist school administrators in recruiting and training the institution's personnel; evaluate and appraise the job performance of faculty and staff to ensure their ability to fulfill their duties proficiently.
  • Implement administrative changes to make the school’s work better and faster.
  • Make sure all workers have signed employment contracts, paid social and health insurance, and received rewards according to regulations.
  • Create a polite, respectful and friendly office atmosphere.
