DEPARTMENT OF FINANCE AND PLANNING

 

1. INTRODUCTION

The Department of Finance and Planning was established under Decision No. 14/QĐ-CTHDQT-ĐHNCT dated June 12, 2013. Mr. Trinh Thanh was appointed as the chief accountant under Decision No. 11/QD-CTHĐQT - ĐHNCT on May 15, 2013.

2. FUNCTIONS AND MISSIONS

2.1 Functions

- Advising the University Council and the Rectorate on financial management and fund spending to ensure compliance with policies, laws, and efficiency.

- Preparing estimates and developing annual financial plans in line with the political tasks of the unit.

- Organizing the accounting system and accomplishing the assigned tasks.

- Preparing annual construction investment plans approved by the director of the board.

2.2 Missions

- Making financial plans, monitoring, supervising, and inspecting revenue, expenditure, the use of finance, and other fields related to the assets of the University in accordance with the regulations issued by the board of directors.

- Making plans submitted to the board of directors and monitoring the implementation of the approved plans.

- Establishing a system of accounting books to monitor revenues, expenditures, and activities of the University in accordance with regulations.

- Inspecting and supervising the expenditure of the whole University, coordinating with the supply and facility management office to manage assets, periodically participating in the inventory of assets throughout the University, and implementing the property depreciation regime as regulated.

- Keeping records and documents in accordance with regulations.

- Guiding the process of building detailed estimates.

- Managing and organizing the implementation of revenue and expenditure missions.

- Developing internal spending regulations on the distribution and use of funding sources on a reasonable and legal basis in accordance with the State's guidelines on policies and laws.

- Implementing the unit's accounting system satisfying the actual situation, professional expertise requirements, and the guidance of the Ministry of Finance.

- Organizing detailed accounting according to each activity, performing the payment and settlement of funding sources effectively.

- Organizing and guiding the collection of tuition and other students’ fees.

- Well-organize the assessment and inventory of supplies, assets, capital... Perform the depreciation, liquidation, and handling of damaged assets at the unit.

- At the beginning of the semester, the Finance-Planning Department cooperates with the Equipment Administration Department to receive the estimate of the demand for supply, repair, and upgrade equipment for the whole semester from the Faculty, Institute, Department, and Center. To make a general plan for new procurement or upgrading and repair, to summarize the cost estimates to advise and submit to the President of the School Council for approval, and at the same time to follow the instructions on procurement of fixed assets in accordance with the regulations of the State.

- Ensure the good performance of periodic and regular tasks such as salary, bonus, scholarship, electricity, water, etc.

- Perform well in the preservation and archiving of accounting vouchers.

- Coordinate with units in the school to perform assigned tasks.

4. ACTIVITIES

4.1 Achievements

Recognizing the importance of finance, over the years, the Finance and Planning Department has completed the assigned tasks and achieved several remarkable achievements, as follows:

Collectives and individuals of the Department of Finance and Planning actively participate in Union activities, study and talent promotion activities, charity and humanitarian activities, mobilize contributions to social security funds, promote welfare and volunteerism, and promote the spirit of mutual affection.

Groups and individuals of the Department of Finance and Planning - The accounting implementation plan ensures that it fully reflects the revenues and expenditures, capital sources, funds, and assets of the University according to the accounting system.

In the enrollment work, the Department of Finance and Planning actively participates in and supports estimating the organization's budget, implementing the plan, and ensuring that the expenditure is in accordance with the University's regulations.

Improve service quality: provide clear and specific instructions; publicize forms and procedures; be dedicated and gentle with staff, lecturers, students, and parents; strengthen the application of information technology.

Advised and mobilized maximum resources to build the University. In particular, calling for many organizations and individuals to support the University's scholarship fund.

In public scientific research organizations, the Department of Finance and Planning advises and supports the preparation of organizational budget estimates and implements scientific research projects, ensuring that expenditures are on schedule and in accordance with the regulations.

In the work of supporting people facing difficulties due to the impact of natural disasters in the Central region, the Department of Finance and Planning is a typical unit that well performs the fundraising activities and uses the funds according to the right purpose and policies of the University and the State. In addition, the Department of Finance and Planning also advised the University Council on the deduction of funds for the establishment of a fund to support people in difficulty due to the impact of natural disasters in the Central region. Policy consultation with the University Council on the establishment of a scholarship fund to help University students whose household registration in the Central region is directly affected.

In the prevention and control of the Covid-19 epidemic, the Department of Finance and Planning is a typical unit that well performs epidemic prevention and control activities in accordance with the guidelines and policies of the University and the State. In addition, the Department of Finance and Planning also advised the University Council on deducting funds for the establishment of a fund to support the prevention of the Covid-19 epidemic, rewarding individuals who actively participated in the fight against the epidemic, and supporting the Vietnam Fatherland Front Committee.

Based on the State's regulatory documents, develop clear guiding documents and make financial publicity. Annually, the University's financial statements are made public in meetings and reported to the governing body and local financial agencies. Publicize targets on tuition fees, fees, other revenues from learners, policies on tuition fee exemption and reduction, scholarships, subsidies for learners, and the average income of lecturers and staff.

The Department continues to promote the achievements gained in the past and strives to become one of the excellent operating units of Nam Can Tho University with the motto, "Good advice, good service".

5. DEVELOPMENT ORIENTATION

- Applying information technology to financial management to connect and transmit information related to financial work to lecturers, staff, and especially students promptly.

- Increase personnel to meet the actual requirements of the DNC's development scale.
