1. Faculty of National Defense and Security Education (NDSE), formerly known as the National Defense and Security Education Center of Nam Can Tho University

As a leading multidisciplinary and application-oriented university education institution in terms of training scale and quality in the Southwest region, in addition to the mission of training highly qualified human resources for socio-economic development, the University is also the institution where knowledge about defense and security education is disseminated to all subjects.

Right from the early days of its establishment and development, Nam Can Tho University has focused on training and fostering political theory, national defense, and security education knowledge for learners in order to provide human resources who are not only good at expertise but also in ethics, ideology, and lifestyle, students as citizens need to have passionate patriotism and loyalty to the Fatherland.

The issuance of Decision No. 13/QĐ-CTHĐT-ĐHNCT dated August 16, 2014, on the establishment of "National Defense and Security Education Center of Nam Can Tho University" was a real step forward in education and training the regular students; actively developing projects of autonomy in teaching and training the content of national defense and security education subjects in University.

National Defense and Security Education Center was a specialized unit in advising and investing funds to purchase a system of equipment for teaching defense and security education content, including specialized weapons equipment, equipping for thematic classrooms, setting up concentrated dormitories, designing and building training grounds, infantry combat technical training ground, offensive and defensive tactics. The University has been allowed by the Ministry of Education and Training to autonomously organize teaching, evaluate learning outcomes in defense and security education subjects, and issue certificates to students according to Document No. 5210/BGDĐT - GDQPAN on September 23, 2014.

Because of well-performing the task of disseminating the theoretical basis of the Party on the guidelines and strategic lines of building the all-people national defense, inheriting and developing the nation's unique military tradition, Nam Can Tho University continued to be trusted by the Ministry of Education and Training with the task of teaching, evaluating of course results and issuing the National Defense and Security Education certificates to students of Tay Do University from the 2017-2018 school year by official letter No. 196/BGDĐT-GDQP dated January 20, 2017.

Based on the regulations on the organization and operation of the University and the guidelines for the implementation of the Law on National Defense and Security Education, the Chairman of the University Council issued Decision No. 66/QD-CTHĐT-ĐHNCT on the establishment of the Faculty of National Defense and Security Education belongs to Nam Can Tho University on July 1, 2022. This Decision No. 66 replaced Decision No. 13 and from now on, the Faculty of NDSE inherits all functions and missions of the previous National Defense and Security Education Center.

Following the direction of the Central National Defense and Security Education Council on reviewing the conditions to ensure the quality of teaching and assigning autonomy for a limited time, the Department of National Defense and Security Education - Ministry of Education and the Agency of Militia - The General Staff (Standing office of the Central National Defense and Security Education Council) conducted an assessment session on teaching autonomy conditions (facilities, concentrated accommodation, and meals, teaching staff, curriculums, and training manuals) and concluded: “Nam Can Tho University meets the conditions for teaching staff, facilities, teaching equipment, training ground, and accommodation to independently teach the subject of National Defense and Security Education to the University’s students according to the military discipline and environment; Dormitory to meet the scale of 500 students/batch”. On August 19, 2022, the Ministry of Education and Training approved the University to be the governing unit in teaching, evaluating, and granting National Defense and Security Education certificates with a term of 5 years from August 2022 in Document No. 3978/BGDDT-GDQPAN.

2. Organization and equipment of the FNDSE

The Faculty of NDSE of Nam Can Tho University has an organizational structure of two levels. Faculty Dean Board and Specialized Groups.

Faculty Dean Board: Dean of Faculty and 02 Vice Deans.

Specialized Group: National Defense Line Department; Security Working Department; Joint Military Department; Administration - Logistics Team.

Equipment for teaching and learning the subject of national defense and security education at Nam Can Tho University:

Self-contained dormitory system with a capacity of 1500 students living together, with separate male and female areas, fully equipped with bunk beds, mats, pillows, and sleep nets to carry out concentrated accommodation during the period studying NDSE.

The dining area is separate from the residence, convenient for moving and meeting food hygiene and safety conditions, and is well-ventilated when serving 500 to 800 meals at the same time.

Technical and tactical training ground for infantry combat in attack and defense right on campus, with trenches, trees, and mounds to create simulated terrain suitable for training exercises. There are 04 mini football fields with a total area of 2.800 m², arranged with sandbags and shooting targets for personal combat training.

The command training ground is internal roads with a length of 2 km, coated with plastic, with guidelines, the yard for greeting the flag, and common activities with an area of ​​1.000m2 lined with solid bricks.

The library is a place to meet more than 500 students to access internet information and search and read at the same time. Materials, textbooks, and training for NDSE are provided without limit.

3. Activities of the Faculty of NDSE

Thoroughly implement the work of ensuring the organization of food and accommodation in order to train students to follow the military lifestyle and military environment, to improve the quality of NDSE subjects to achieve the set goals and requirements. The University has issued a set of rules and guidelines for the implementation of the daily routine, the time distribution of the week, the on-call duty, the training alarm, and the patrol-guard,…

Making a plan to implement the NDSE program issued together with the Circular 05/2020/TT-BGDDT dated March 18, 2020, among all faculty, staff, and practical instructors of the Faculty by the week of the academic year. Updating the knowledge and skills disseminated in the NDSE lecturers' training conferences of the Department of National Defense and Security Education in the lectures, training sessions, and simulated situations.

Disseminate the NDSE curriculum of the Ministry of Education and Training and the collection questions to all students enrolled in NDSE.

Organized for students to visit and study at the Military History Museum of Military Region 9 and the Temple of the Hung Kings in Can Tho.

- Circular 05/2020/TT-BGDDT dated March 18, 2020, of the Minister of Education and Training on promulgating the NDSE program in pedagogical intermediate schools, pedagogical colleges, and universities.

- Document No. 3978/BGDĐT-GDQP dated August 19, 2022, of the Minister of Education and Training about agreeing to let Nam Can Tho University be the governing unit, conducting teaching, assessing learning outcomes of the NDSE subject and applying the NDSE certificates to students of the University from August 2022;

- Instruction No. 4471/BGDĐT-GDQPAN dated September 13, 2022, of the Minister of Education and Training on guiding the implementation of NDSE tasks in the school year 2022-2023.
