The Delegation consisted of Prof. Dr. Geraldine Richmond, Professor of University of Oregon, American Scientific Envoy, President of the American Association for the Advancement of Science (AAAS); Prof. Dr. Supapan Seraphin, Professor of University of Arizona, Specialist of Science and Material Engineering;  Dr. Gautham Venugopalan, Director of Foreign Affairs, American diplomatic minister; Nate Rettenmayer, Economic Attaché, Consulate General of the USA; and Dr. Tho Nguyen, Computer and Network Systems Affairs, Vietnamese National Science Foundation.

At the meeting, NCTU and the American Delegation had a profound discussion about higher education in Vietnam in general and in the Mekong Delta in particular. The American Delegation highly appreciated the training program of qualitative standardization and enhancement for students of NCTU. Furthermore, the Delegation committed to promote cooperation of NCTU and the U.S universities, and there was a special interest in enhancing the qualifications and creativity of students in response to social demands.
