1. CONSTRUCTION DEVELOPMENT IN THE PERIOD OF 2013 – 2023

The DNC was established under Decision No. 230/QD-TTg dated January 25, 2013, of the Prime Minister and was authorized by the Ministry of Education and Training to conduct training activities under Decision No. 1335/QĐ-BGDDT on April 12, 2013.

After 10 years of establishment and development, the DNC has stabilized its operational apparatus and invested in facilities, equipment, practice laboratories, an electronic library, computer rooms, learning materials, and modern teaching facilities for training and scientific research. At present, the DNC has more than 19,000 students and over 8,000 graduates. The DNC provides human resources for Can Tho City and the Mekong Delta region. Over the past time, lecturers and students of the DNC have overcome many difficulties and challenges. The university's pedagogical team has always believed in and is proud of the mission and pioneering role of a Vietnamese university that, step-by-step, offers quality, achievements, and an advanced academic environment to young Vietnamese to be able to integrate and be professionally brave in their lives.

The Decision Announcement Ceremony and the awarding of the Certificate of Educational Institution Quality Accreditation to Nam Can Tho University

On July 6, 2018, the DNC received the Certification of Accreditation from the Education Quality Accreditation Center - Vietnam Association of Universities and Colleges. This certification officially recognizes the DNC as meeting the quality accreditation standards of higher education institutions, confirming the outstanding efforts of the DNC in the past time. This is also a motivation for the university to continue to act synchronously in the direction of quality assurance, affirming its prestige and fulfilling its commitment to society for a quality education.

On the basis of meeting the conditions prescribed by the Ministry of Education and Training, the Education Accreditation Center - Hanoi National University has granted the DNC the Certificate of Education Accreditation for 11 training programs at the regular university level and one training program at the master's level, including Pharmacy; Economic Law; Business Management; Construction Engineering; Automotive Technology Industry; Information Technology Industry; Administration of Tourism and Travel Services; Jurisprudence; Food Technology; Medical Imaging Technology; Laboratory Engineering; and Business Administration.

1.1 Human resource training

With the mission of training quality human resources, and equipping learners with full professional knowledge and necessary skills to work in units, enterprises, and production facilities, the DNC has set for itself a mission and vision to strive for “Nam Can Tho University is a place to provide learners with comprehensive knowledge and physical fitness, creating every opportunity to achieve excellent results in study, research, and employment; to become an institution of training, scientific research, technology transfer, and service provision in the fields of health, socioeconomic, and science-technology with a high reputation on par with other countries in the advanced world.

When it was first established, the school started enrolling the first course (Course I) in 2013 with just over 600 students; Course II enrolled more than 1,000 students; Course III enrolled 1,200 students. In the following school years, the number of new students recruited increased, especially in the 10-year academic year 2022-2023, when the school enrolled more than 6,000 students. After nearly 10 years of construction and development, the DNC has enrolled 10 courses, with a scale of more than 19,000 students. The school has granted diplomas to nearly 8,000 people, including Master's degrees, Bachelor's degrees, Engineers, etc. More than 95% of students and graduates found jobs. Students and graduates of Nam Can Tho University have contributed intellectually to the development of Can Tho City in particular and the Mekong Delta provinces in general.

Currently, the university is recruiting and training 38 majors at the university level, six majors at the master's level, and one doctoral training. The DNC recruited students from intermediate school, and college to train to major in undergraduate pharmacy, and in medical laboratory science and medical imaging technology through an in-service system. Additionally, the DNC also enrolls students to train in first-degree or second-degree through an in-service system.

1.2 Investment and construction of facilities

Since it was established in January 2013, the DNC had to spend a lot of money to compensate for the land and invest in building facilities and equipment for the school's activities. According to the provisions of Decree No. 69/2008/ND-CP, the DNC allocated clean land for investment by the locality but has not yet been able to implement it. The DNC faced many difficulties in compensation and site clearance due to complicated procedures. However, with a united collective, the University overcame all difficulties and boldly conducted investment activities to build facilities, in order to improve the quality of education and meet the learning needs.

After 10 years of construction, the DNC has been evaluated as a university with spacious facilities, modern equipment, and a green, clean, and beautiful campus that stands out among the universities in the Mekong Delta, meeting the quality accreditation standards of the Ministry of Education and Training of Vietnam.

Currently, the DNC is investing in and progressively improving Phase 2 facilities, equipment, teaching materials, experimental tools, modern learning tools, and advanced syllabi for training and scientific research such as Zones A and B were inaugurated and put into use in 2012. The DNC has four tennis courts, two football fields with artificial grass, five volleyball courts, two basketball courts, two badminton courts, two table tennis tables, and one swimming pool serving learning and playing sports.

An advantage for students studying at the DNC is the guarantee of accommodation during their studies. At the end of 2014, the DNC put into service the dormitory built in the model of a closed complex for students with many types of services such as a reading room, and internet room, with an area of more than 10,000 m2, which can accommodate about 2,000 students.

In October 2015, the Rectorial office building and the lecture hall (Zone C) were also put into use with an area of nearly 100,000 m2, including one basement and three floors.

In October 2016, the lecture hall and classrooms (Zone D) were built and put into service with a total construction floor area of more than 10,000 m2, including four floors and one basement. The total cost of the construction investment was nearly VND 70 billion, which increased the average construction area by more than 15 m2 per student.

In October 2017, the DNC opened an Electronic Library with a surface area of 4,200 m2comprising four floors, for a construction investment of more than VND 50 billion.

On July 6, 2018, the DNC held the Inauguration Ceremony of the Automotive Mechanic Plant with a usable area of 1,200 m2, including two floors, with the cost of construction and equipment of over VND 25 billion, serving training and scientific research for students of the Faculty of Mechanical Dynamics.

On August 5, 2018, the DNC opened the DNC Bookstore, which was built to create a landscape in the DNC to better serve the demands for food and entertainment of staff, lecturers, and students.

On August 9, 2018, the DNC held the Inauguration Ceremony of the Lecturers' Resort with the aim of better meeting the needs of rest, relaxation, and accommodation of leaders, domestic guests, foreign experts, staff, and lecturers working at the DNC.

The multi-functional practice area (Zone E) was inaugurated and put into use on June 9, 2020. The multi-function practice area was built on an area of over 30,000 m2, of which the construction floor area is more than 18,000 m2, including six floors and a basement with a total investment value of over VND 300 billion. The building was built according to a modern model, equipped with advanced equipment, an online meeting room system according to international standards, and two halls with 450 seats equipped with modern sound and light for the school to organize or coordinate with external units to organize programs and events.

On June 9, 2020, the DNC opened Research and Development Institute Medicinal Plants. The Institute successfully researched and launched three products, of which one product supported the treatment of gout disease, one product supported liver protection, and one DNC-branded antibacterial hand sanitizer. All the above products have been recognized by the Food Safety Department - Ministry of Health.

On August 17, 2020, the DNC launched and put into service its DNC Automobile Showroom. The project was equipped with modern facilities, machinery, and equipment with a total investment cost of more than VND 225 billion (equivalent to USD 10 million). The DNC's Automobile Showroom was located at No. 166, Song Hanh Street, National Highway 1A, Hong Loan KDC, Hung Thanh Ward, Cai Rang District, Can Tho City.

The DNC was approved by Can Tho City People's Committee to establish the Bilingual High School (Decision No. 3457/QĐ-UBND dated 22/11/2021) with the mission of providing opportunities for Vietnamese students to access a general education environment in accordance with international standards, becoming an elite incubator, aiming to train generations of students ready for international-oriented university programs and future global work opportunities. The DNC will be an environment for pedagogical students to practice and gain experience.

To celebrate the 10th anniversary of the establishment of Nam Can Tho University (January 25, 2013, January 25, 2023) and to build and complete facilities to better serve the day-to-day training activities, which are growing in size and diversity of training disciplines, as well as to create an airy and modern university landscape and build a research environment that applies theoretical lessons to the practice of the information technology sector, the DNC has agreed to invest in building the DNC Software Application and Development Center. The project started construction on March 4, 2022, with a scale of seven floors and a construction floor area of more than 7,500 m2, and a total investment in construction and equipment of about VND 100 billion. In April 2023, the building will be inaugurated and put into use to celebrate the 10th anniversary of the establishment of the DNC.

To celebrate the 10th anniversary of the establishment of the DNC (January 25, 2013 - January 25, 2023), on July 27, 2022, the DNC commenced construction of the building "DNC Research and Training in Health Science Institute". The building has a 10-storey structure and a total construction floor area of approximately 20,000 m2, located on the DNC campus. The total cost for construction and modern equipment of the building is over VND 500 billion. The project is equipped with modern facilities and equipment according to international standards, based on the advanced medical model of the United States and other countries with leading medical backgrounds in the world. The building will serve to train students in the fields of General Medicine, Medical Imaging Technology, Medical Laboratory Technology, Dentistry, Nursing, Pharmacy, Biomedical Engineering, and Nutrition, and will also have a training center for clinical practice skills for students. It is expected in May 2024, the project will be completed and put into use to meet the training scale for 5,000 students studying in the health sector.


In addition, the DNC invested in plants to serve the production and training needs of technical and technological sectors such as purified water production system, food processing plant, automobile mechanic plant, and architecture practice plant. Total investment from 2012 to December 2022, including land value, was over VND 12,000 billion, equivalent to USD 500 million.
After 10 years of construction and development, the DNC has launched "project after project", which shows the prestige and commitment of the university to society in terms of educational quality and training. The system of facilities and equipment has been invested on a large scale to ensure service for more than 19,000 students and students studying and doing scientific research at the university.

1.3 International cooperation and scientific research

The DNC has promoted international links and cooperation with countries such as the United States, Japan, New Zealand, Korea, Malaysia, and the Philippines. Many delegations, such as the New Zealand Ambassador, the Consul General of Japan, the Consul General of the Philippines in Vietnam, the American Ambassador of Science, the Regis University (USA), the Australian Institute of Trade and Technology (AIBT), the International Rice Research Institute (IRRI), the Tsukui Corporation (Japan), and others visited.

The DNC has cooperated with the University of Science and Technology Malaysia (MUST) to train international bachelors in business administration at the university and in Malaysia. This is a program that inherits from universities in the US, UK, and Australia, so it can meet the global labor market, is highly applicable, has a team of lecturers selected from real business, and has had successful administration. Therefore, after finishing the course, students are equipped with knowledge, skills, and good foreign language skills and can work immediately in domestic and international environments.

The DNC has published 19 issues of the Journal of Science and Economics Development, with ISSN 2588-1272 (According to Decision No. 291/GP-BTTTT dated June 26, 2017, licensed by the Ministry of Information and Communications).

 

The People's Committee of Can Tho City recognized the DNC for its effectiveness in the application and reach of the initiative at the national level (Decision No. 2740/QĐ-UBND) while the initiative has effective application and nationwide influence of the whole city of Can Tho was 09 initiatives, the DNC had 05 recognized initiatives, as follows:

The DNC NAMCTGU product has the effect of supporting the treatment of gout disease from the mixed extract (bud of Syzygium nervosum species, perilla leaves, and turmeric root).

The DNC GAN capsule product has the effect of supporting liver protection from a mixture of three medicinal herbs (Acanthus ebracteatus, leaves of Polyscias fruticosa species, and turmeric root) in the Mekong Delta.

The DNC antibacterial hand wash product and DNC dry hand sanitizer, ecological cars save fuel and are friendly to the environment.

The science and technology activities of the DNC have closely followed the National Science and Technology Strategy and have been associated with the training of quality human resources. Many research results had great significance in terms of theory and practice, contributing to improving the training quality of the DNC. A number of good results were applied in practice, affirming the prestige of the DNC. 

At the Science and Technology Award for young teachers in educational institutions in 2021, organized by the Ministry of Education and Training, the Ministry of Science and Technology, and the Central Committee of the Ho Chi Minh Communist Youth Union, the topic "Research on preparations that have the effect of supporting the treatment of Gout from mixed extracts" won the Second Prize. This was the topic of the research team of the Institute of Medicinal Research and Development Institute of Medicinal Plants, in which Ms. Le Thi To Vi was the main researcher.

In the coming years, the DNC will promote scientific research and broaden international cooperation in the fields of education and scientific research for lecturers and students. This will not only be a driving force for a long-term goal for the DNC to stabilize and develop sustainably but also for the intellectual development of generations of students, creating the most favorable conditions and the best learning and research environment for students.

1.4 Business model

With the desire to train high-quality human resources for the Mekong Delta in particular and the country in general. The DNC has implemented a methodical and in-depth investment strategy. DNC has built and developed its own unique educational model "Business model in University", which was only available to a few educational institutions in 2013 at the time. The DNC is one of the pioneering educational institutions in building this model.

The DNC has established businesses to build business models in the university such as Nam Mien Nam Group, Nam Can Tho University Medical Center One Member Company Limited, Nam Can Tho Trading One Member Company Limited, and Research and Development Institute of Medicinal Plants. These business models can help students gain practical experience, hone and upgrade their skills and provide them with employment opportunities after graduation.

1.5 Volunteer work

In recent years, the DNC accompanied and contributed to society in Can Tho City and the Mekong Delta provinces with the following contributions: In 2020, the DNC contributed 15,000 bottles of antiseptic water, 7,000 bottles of hand sanitizer, anti-droplet masks, and more than 2,000 scholarships for poor students facing difficulties due to the Covid-19 pandemic, with a total value of over VND 4 billion. The total amount in 2020 was over VND 4.5 billion VND.

In 2021, in collaboration with Tuoi Tre Newspaper, the working "Together with Youth contributes to Covid-19 vaccine", the DNC donated VND 150 million. On July 14, 2021, the DNC presented 1,500 Covid-19 rapid test kits to the Can Tho City People's Committee, worth VND 1.5 billion for disease prevention and control. The number of scholarships awarded to students with difficulties due to the Covid-19 pandemic in 2021 was over VND 8 billion. The DNC contributed 20,000 bottles of antiseptic water, 8,000 bottles of hand sanitizer, and 4,500 anti-droplet masks to Can Tho city, presented 1,000 gifts (worth VND 400,000) to students at the DNC who could not return to their hometown due to the impact of the Covid-19 pandemic. During Can Tho's social distancing period, boarding students at the DNC were supported with meals (2 meals per day) accompanied by milk, instant noodles, and fruit with a total value of VND 260 million.

Over 100 staff members, lecturers, and DNC students participated in health declaration checkpoints, tracing, and sampling for community tests. The total amount of money given to society in 2021 will be over VND 15 billion.

The total amount of charity donations in 2020, 2021, and 2022 was VND 30.5 billion. In addition, the DNC also decided to support scholarships for excellent students in Quang Nam province at the rate of VND 1 billion per year. At the same time, a scholarship of 20% of tuition and a free dormitory fee was offered to all students who have permanent residence in Quang Nam province and wish to study at the DNC. Support to solve jobs for good students of Dai Loc District, Quang Nam province (according to Decision No. 150/QĐ-CTHĐT-ĐHNCT dated September 8, 2022, on awarding scholarships to poor students studying well in Quang Nam province).

In the school year 2014-2015, the DNC was issued Decision No. 2997/QĐ-UBND by the Can Tho City People's Committee on October 15, 2015, awarding certificates of merit for outstanding achievements in the 2014 competition.

On November 19, 2015, the DNC was recognized by the Department of Education and Training of Ca Mau province with a golden heart. The DNC sponsored VND 150,000,000 to help poor pupils studious in Ca Mau province.

On August 14, 2017, the DNC was awarded Award No. 251/QĐ-UBND by the People's Committee of An Giang Province for its contributions to the national high school exam in 2017 in An Giang Province.

On September 11, 2017, the Youth Union of Nam Can Tho University was awarded Decision No. 2412/QĐ-UBND by the Can Tho City People's Committee for outstanding achievements in the summer 2017 youth volunteer campaign.

The DNC was awarded by the Ministry of Education and Training following Decision No: 3705/QD-BGDĐT on September 21, 2017, commending the DNC and individuals in the University Founding Council, the University Council, The Board of Rectors had made excellent achievements in the process of building and developing the university in the period of 2013-2018.

2. OBJECTIVE OF OPERATIONS FOR 2023 – 2030

Continuing to promote the results achieved in the period of 2013-2023, the DNC identifies the key tasks in the operation plan for the period of 2023-2030 as follows:

First, complete application-oriented training programs to meet domestic human resource requirements and approach the qualifications of higher education institutions in the region. Open new training disciplines according to social needs and build interdisciplinary training programs, high-quality training programs, and advanced training programs in line with the rapidly growing requirements of society in the Mekong Delta region and the whole country.

Strongly innovate teaching and learning methods. Closely combine knowledge training with fostering creative thinking, teamwork skills, and leadership capacity for learners.

Improve students' self-study ability, independent working ability, and soft skills.

Promote the preparation of curriculum and lecture notes.

Annually carry out the accreditation of training programs according to domestic and international standards. Improve and effectively implement quality assurance work, organize assessment and evaluation outside educational institutions and training programs as prescribed.

Second, continue to innovate and perfect the system of research units in the DNC such as the Research Institute, Center, Company, and Research Group.

Training and fostering managers and lecturers to form strong research groups and scientific schools; creating a professional research environment and having appropriate mechanisms and policies to attract leading domestic and international experts to work at the DNC; restructuring, investing in upgrading, and building new laboratories and research facilities up to national and international standards.

Develop science and technology policies in line with the application-oriented university model, create conditions, and encourage managers and lecturers to participate in scientific research.

Develop a master plan on science and technology that shows priorities and spearheads fields of research.

Continue to invest funds for scientific and technological activities through research units such as research institutes and research groups, gradually reducing investment funds for small and discrete projects; connecting the management and operation of the laboratory with research institutes and research groups; Assign operational autonomy to research institutes, centers, and labs; formulate a mechanism and promote the search, exploitation, and effective use of domestic and foreign funding sources for scientific and technological activities.

Professionalize the search team and participate in the selection of science and technology tasks. Identifying new strategic research directions of the DNC; promoting scientific and technological cooperation with organizations and individuals; building and developing national and international research networks; associating scientific research with training, especially postgraduate training. Prioritize investment in research projects and projects that solve problems in practice related to their training professions of the DNC

Expand cooperation with universities, companies, and organizations of foreign countries to support scientific research activities and build a force of highly qualified scientific researchers from the results of the programs’ exchange of teachers and researchers.

Maintain the organization of international scientific conferences, national workshops, regional workshops, and local workshops; improve the quality of the conferences and accompanying scientific publications to meet the standards of the publisher's reputation; and be a reliable address for scientists in the region and the world.

Third, continue to improve the units (faculties, departments, centers, companies, etc.) in the direction of streamlining, rational structure, promoting the application of information technology and advanced science and technology, applying international management standards, improving the operational efficiency of units, and overcoming overlapping, spreading, and duplicating functions and tasks.

Promote self-reliance and innovate school governance in association with effective management and supervision mechanisms. Renovate methods, improve organizational and management capacity, ensure strictness and efficiency, and contribute to improving the quality of service provision activities for students, meeting the needs of society.

Completing regulations on organization, operation, functions, and tasks of scientific units in line with the development trend from the DNC in the direction of increasing transparency and efficiency.

Completing, recruiting methods, using managers and lecturers. Develop strategies and policies to attract talents, and attract a team of highly qualified, focused, and focused lecturers to work in the unit. Build an independent, competitive, and creative working environment.

Implement feedback from learners on the teaching activities of the lecturers as well as the activities of the DNC in order to improve teaching and learning methods, improve the quality of service provision of the DNC, improve the sense of responsibility of lecturers and sense of self-study, initiative, and creativity of students in the training process. Get feedback from teachers on school administration activities.

Prioritize maintaining and attracting a team of highly qualified and enthusiastic administrators and lecturers.

Build a team of professional and capable managers. The lecturers meet the standards for professional titles, possess all the necessary elements of professional attitude, have the ability to behave ethically, demonstrate professional conscience, possess a working style, labor discipline, and a reasonable spirit, demonstrate cooperation, a sense of responsibility, a sense of citizenship, dynamism, high self-reliance, and meet the requirements set forth for workers in the industrial society. Establish appropriate regimes and policies for young teaching staff, give priority to young administrators for professional training, and create conditions for them to improve their qualifications to meet the high-quality training needs of the DNC.

Continue to decentralize and decentralize authority to the head of the unit to ensure the principles of autonomy, self-responsibility, and harmonization of interests. Attach the responsibility of the head of the unit to the assessment and classification of lecturers and administrative staff. Clearly demarcate the management of the DNC from that of the units affiliated with it.

Building civility and office culture; upholding the spirit of service and responsibility in the work of officials, employees, and staff.

Fourth, improve facilities and equipment to meet teaching and learning needs. The DNC is implementing the construction of the remaining items of Phase 2, including many large-scale projects such as implementing the direction of the Prime Minister with the desire that the DNC in the near future develops into a central Human resource training center with a high reputation on par with advanced universities in the country and Southeast Asia. With the above guiding spirit, the DNC is determined to strive to invest in the development of the University on a regional level and with international prestige. The University Council has devised an investment strategy to build a scale from 2022 to 2030, the items of which are as follows: Building a modern lecture hall serving practice and internship for students in the health sector of the DNC (General Doctor, Nursing, Biomedical Engineering, Dentistry, Medical Imaging Technology, Medical Laboratory Technology, Hospital Management; Tourism and Travel Services Administration (Hotel Management, Restaurant and Catering Management), and branches of high-tech engineering (Automotive mechanical technology, Information technology, Software Technology, Technology 4.0, Digital economy, etc.). The DNC is applying for a land planning policy to build the project of an ecological new urban area, an eco-tourism area, and a nursing home with an area of ​​about 83 hectares in Nhon Nghia commune, Phong Dien district, Can Tho City.

3. CONCLUSION

After 10 years of construction and growth, the DNC has been striving and developing constantly, building a prestigious University in the Mekong Delta region and striving for the next 5 years (2028) the DNC can achieve the following:

- Build and develop a multi-disciplinary, multi-vocational, multi-level education and training system to meet the increasing demands of the community and society.

- Ensure a constantly improving quality of vocational training to create learning and research opportunities for learners.

- By 2028, the DNC strives to meet the quality accreditation standards of international organizations, Vietnam's Top 20 Universities, QS-Stars (UK), and Asian quality. The DNC will be a multi-disciplinary, multi-vocational university that develops strongly and sustainably to meet the needs of human resource training for the Mekong Delta region, and the southern region with quality elevates Southeast Asia in the following areas: health, economics, technology, science, and technology, social sciences and humanities. It is building and developing the DNC in a sustainable way in the trend of international integration.
