Entering the period of enjoying preferences through many free trade agreements with Pacific coastal countries (CPTPP), the European countries (EVFTA), ASEAN countries (AEC), Korea, etc. And the implementation of the Resolution of the XIII Party Congress and 120CP Resolution , the government is recommending that businesses and farmers should apply clean agricultural production techniques towards organic agriculture according to GAP (Good Agricultural Practices) - , national standards (VietGAP), global (GlobalGAP) or special standards of importing countries. This leads to challenges as well as opportunities benefiting farmers from supplying safe and high quality agricultural raw materials for output businesses to process them into products  meeting consumer requirements. Farmers are encouraged to follow advanced production techniques applied consistently in agricultural cooperatives to minimize the occurrence and spread of pests and diseases on their plants and animals. Therefore, the CoopEnable Project (Cooperative Enactment) funded by the German Federal Government with the support of German Banking Division (KFW) established a cooperative model for four provinces which are Can Tho,  Hau Giang, Dong Thap, and Tien Giang under the guidance and training of food safety inspectors from the non-governmental organization, AS SIST and SGS Vietnam.

The workshop committee awarded certificates of SGS Company, ASSIST organization and Global GAP organization to cooperatives and farmers who successfully implemented CoopEnable project in 4 provinces, Can Tho, Hau Giang, Dong Thap and Tien Giang and suggested replication plans for the remaining provinces and cities of  Mekong Delta
